MGM's $2.3 Billion Casino Expansion Plan Unveiled for New York City

MGM Resorts has submitted an application for a casino gaming license to expand the Empire City Casino in New York City, transforming the existing facility at the historic Yonkers Raceway site into a full-scale, state-of-the-art casino and entertainment destination.

The redevelopment project, estimated to cost $2.3 billion, aims to create a major entertainment hub, complete with a revamped gaming floor, a new main entrance with porte cochere, a 5,000-seat entertainment venue, and three full-service restaurants. The project also includes a renovation and expansion of the current gaming area, with a targeted launch in July 2027.

MGM Resorts acquired the Yonkers Raceway property in 2019, investing over $1 billion to date, making the casino's gaming floor the sixth-largest in the U.S. The expansion plans introduce a larger casino footprint and entertainment facilities, slated for completion about two years from the anticipated license approval.

The project has undergone rigorous environmental reviews and city zoning changes, with all necessary land use and environmental approvals secured. This allows MGM to apply for building permits upon license approval.

The economic benefits of the project are significant. MGM projects the creation of thousands of unionized jobs, with over $330 million in state aid already returned to Yonkers from existing casino operations. Post-expansion, expectations are that the contributions will increase, providing a long-term economic boost to Yonkers and the region.

The project also promises enhanced tourism and development prospects, with the new entertainment venue offering destination dining experiences and attracting A-list performers and events.

The Community Advisory Council (CAC), which includes appointees from New York state and local government, is tasked with gathering community feedback. Multiple public hearings have been scheduled, including one at the Grinton I. Will Public Library in Yonkers on August 11 and September 16, 2025. Local public hearings include testimonies from community leaders, business owners, residents, and advocates, highlighting the balance between economic benefits and concerns.

The CAC’s support is crucial for the Gaming Commission’s licensing decision, expected by the end of 2025. The application was submitted on June 26, and the discussion is open to residents of Yonkers. It's important to note that the redevelopment project does not include any mention of a change in the casino's location.

In summary, MGM's $2.3 billion expansion of the Empire City Casino intends to significantly enlarge and modernize the existing facility, promising economic growth, job creation, and enhanced entertainment offerings for Yonkers.
